For the record I've never played a paladin so if I recreate shield ded paladin ideas just let me know. I only know about shield bash.
All of the below ideas are weapon-agnostic.
1. Shield-counter
Chance for free strike with weapon upon each successful shield block. Works off 'shieldset' as well as normal shield blocks. See below.
(like in Dark Souls), slightly lags opponent. Person strikes, their weapon hits your shield, they are open a moment, you hit em.
2. Shieldprotect - Kinda like the battlerager defender skill (doubleblock) only it is automatic and has a small chance of working vs. how doubleblock tends to work every time you use it. Basically its a small chance that you defend a groupmate from an attack with your shield i.e. you extend your shieldblock to groupmmates. Only works when not taking blows directly.
3. Shielded Backhand - Basically a 'backhand' with your shield with a chance of disarming your opponent's offhand weapon/item/etc.
4. Turtleshell - When this skill is used the shield is 'worn' (not really but for the purposes of imagination you'll understand) and prevents skills like backstab and circle from working, any other skills that target the back of a shield spec won't work or are drastically reduced in effectiveness as well. However this means that since the shield isn't being 'actively' used (held in the hand) all the other shield spec skills will not work while this skill is active. Unsure if this couild be done with a shield in your inv (so you could naturally use two weapons while having 'turtleshell' up or if this would be a very niche skill used while 'holding' shield but imagining its on your back. (now you seee the conundrum).
5. Shieldset - Automatic skill that extends 'shieldblock' to bash attempts, when it works the bash is blocked by the shield and halves any damage and lag from the intercepted bash.

For several reasons, I don't see shield warriors ever being a thing we implement.

Unless wearing a shield took away your other spec OR you were forced to take two handed spec along with shield spec. Wink, wink, nudge, nudge.

You give up a whole spec for a slightly better shield block. Below shield mastery. I'd do it.

sword/shield spec dagger/shield spec mace/shield spec axe/shield spec whip/shield spec flail/shield spec
