I don't know anything about anything when it comes to Mercy but it occurred to me that this could work well against orcs who spend alot of time flee/drinking blood so I was wondering a few things....
1. Does it fire on orc fallback?
2. Heard it was bug fixed, does the +dam still stack on every flee attempt or whatever? What exactly was the bug and what was fixed about it?
3. Can you say how long the effect lasts?
Anything ok to say about this would be nice :)

Yes I believe it does.

The bug essentially allowed you to get multiple "charges" from the legacy for the same person in certain scenarios (I suspect originally it compared the person you last fought to the person fleeing to prevent multiple charges but if you fought 2 people who fled alternatly you could get more than 2 total charges from them).
Now it is one charge per person. A charge is the same +dam affect from ignite, 8 dam.
3. Can you say how long the effect lasts?
I belive without checking my logs its around 8-12 ticks.

I thought I read that the bug was your own groupmates could flee and give you the bonus and that someone really went overboard with it.

Anyone fleeing in your pk range while you are fighting triggers the affect.
It is buggy if more than one person in the same room has the legacy trigger at once. But that bug makes you hit your own group, not get extra charges.
Also only works if the person succeeds in their flee.

You say if a person flees and is not successful you don't get the charge, but what about the free extra attack and parting blow?
Let's say the person has trouble fleeing but keeps trying and fails three times to get away by fleeing. Does this mean you have an opportunity to get three extra attacks and three extra parting blows?
Or does *not* being successful in fleeing kill those too?

So you don't get extra parting blows.
The legacy only triggers on a successful flee (rescue/fallback/retreat/word)
The legacy gives you a free unblockable hit against everyone you are fighting and an enrage charge. You can only have one enrage charge per person at a time. There is no limit to how many you can have.
so if you fight a lot of 1 v 1 and manage to get someone to flee once the legacy is basically like having chilling, just not for the whole fight (only after the flee).
Where the legacy really starts going bat #### crazy is in large group vs group fights, if you have a 4 v 4 you can conceivably pick up 7 enrage affects for an extra 56 damage and a buncha free hits.
