Ever considered making them enemies to the fundemental concept that is empire? THey cant ever be orderly, after all.
And since they are now not fodder for the Tree and can group/join wicked outlanders it is the perfect time to nullify their ability to join the imperial troupes(who have a blade sect for all intent/purposes).
I always imagine orcs to be like krunks/etc. more solo or scion lackey but fits the image of also perhaps being bestial with reavers.
Currently gameplay mechanism is they are lackeys to empire and scion while the two have absolutely no care. Empire should greatly considering they have clear-cut laws about aiding the scions(which dismantled their imperial forces for quite some time).

DISCLAIMER: I am not a policy maker for Empire, nor do I play one on TV.
That said, I have imagined the relationship between Empire and the Grinning Skull Clan as being one in which the Orcs are thought of as mercenaries that might be useful as shock troops, but there is no real interest in trying to make them into citizens. In a weak word picture, it would be like adopting a pig as your son.

Why do you think orcs are lackeys of the empire and not the other way around :P
Orcs have somewhat limited opportunities to get allies compared to other evil classes because they themselves cannot join a cabal and there really isn't much class diversity in the clan. Couple that with that fact that at any given time you only have a handful of active orcs it doesn't really make sense to start making more challenges for them.
As it currently stands if mortal leadership in the Empire is anti-orc nothing is stopping them from making that policy during their tenure in control or politicing to make it more permanent.

Orcs can have their own little delusional world where they think they're in charge of Empire and Scion, and generally they let orcs hold the cabal items so it would make a lot of sense the orcs think this. :)
But yeah, if Empire wants to rid the world of orcs? That's gotta come from the Emperor. It would be a fun angle and make sense from an Empire point of view, but with things swinging largely in the Fort direction that's probably not a call they'd make. (Though it looks like things are on the verge of swinging the other way again, so we're in that fun sweet spot where there's a ton of good even terms fighting)

Honestly, Fortress is too big. Empire and Scion used to be happy making orcs bite the curb every chance they could but when times are rough you do what you have to do.
