That's not to mention that a Herald doesn't even have to be trying to be a gear locker to raise people's hackles. You go out, you get your shinies, then you sit in the PK free zone.
A cornerstone of CF is murdering the guy who has the nice sword that you want, so that you can take it. Heralds are all but immune to that, nowadays.

Having checked out a few Heralds over the past couple days (specifically percent of time spent in the Inn), I just don't see a problem. Not right now, anyway.
In fact, if I were a Herald IMM, I might wonder why some of those numbers were so low.
The scenario people are describing may very well have been in the case in the past or apply to a specific individual from time to time, but it's simply not pandemic.
If people are unable to kill Heralds in general, it's not because they are living their lives in the Inn. They do leave. Often. And when they do, their adrenaline timers work just like everyone else's.

What are the specific situations we're talking about? Was Whiysdan chilling in the inn when Mikhian attacked the guild guards? His comment says Mikhian mouthed off and that's why he was banned, which seems perfectly reasonable to me. You should be allowed to say "My quest to kill all magi means I must take them wherever they may hide. " and expect to be left alone, but if you say "You can go to hell, I'll kill these pansies because I'm awesome" then expect to get some trouble.
Can you link to the zannon post you're talking about?
My feeling is this: If you go in to the inn to attack people, you should eventually be banned. Then you have a right to attack the inn guard. I see two situations where it's reasonable for an immortal to tell you not to attack people or face dire consequences (being banned and titled is not dire):
If the immortal is present in the inn. In this case you picked a bad time, they're not usually there, so just come back later.
If there's a planned event going on of a kind that cannot exist if people are just going to come f it up. I'm less strong about this, but I feel like these have enough value to warrant a temporary safezone.

How does the Inn Guard stack up vs. a normal cabal outter or inner? I know it is way tougher than any outter, but I'm not sure on the inner part. I think I've only hit it by accident.
If it is significantly tougher than it should be, maybe that is the piece that needs to get looked at, and the rest will take care of itself...

The only attribute of the Inn Guard that makes him substantially tougher than most cabal outers is his damage output, which admittedly, is very high.
Which is to say that if you can withstand him beating on you (or someone/something else) for a while, he's very killable. I'm not 100% sure on this, but it may also be susceptible to cleave and the like, but don't hold me to that.
Personally, I think the toughness of the Inn Guard is a moot point in practice most of the time. Even if we halved his damage, we're never going to make him "easy" enough to mow down in time to get the jump on a person whose primary objective is not fighting you in the first place.

In a certain sense you have to remind yourself that if a person could sit in the inn and keep gear from you, they also could just log off.

Small benefit to some I guess, but I'd rather a herald lock up the strange bracers than fight an fire-giant sword emperor or other powerhouse wearing them.

Or racial gear for a specific race? This way I'm not getting it, but my enemies have theirs.
EDIT: The obvious answer is to play evil of course. I just point out that goodies don't even have the option of PKing the heralds.

If the person stayed logged off enough then their gear would crumble. Gear never crumbles from sitting in the inn.
I think this whole crying about heralds having gear and calling them gear-lockers thing is ridiculous, but I also don't think immortals should prevent people from coming in and killing Heralds, except maybe during certain planned events.

I think the one legitimate point made is in regards to goodie gear. If you've ever played a Maran paladin shield spec or something at the same time that there's an Acolyte paladin shield spec you'd know what I mean...but basically you're ####ed.
And it has to do with the reliance on request or the fact that good gear tends to be very scarce compared to evil gear (like one good aligned eq for every 3 on the same slot of comparable value).
I'm of the mindset that there's enough other disadvantages to being good aligned that maybe Fortress should get some love in terms of re-gearing. Maybe some really nice Fort-only unlimited gear on the merchants at the Fortress.
