I was just thinking about this and think I've got a solid suggestion to help integrate the race better:
Raise the level cap to 43.
Having them stop at 40 I think is the reason a lot of people avoided the race - especially given a smaller playerbase, there's not much at level 40 going on (and kind of why the only goblin to really stick it out was a herald)..... but, if you want to keep them as a lesser being then stop the cap at 43 or maybe 45. This way they can still participate with heroes, can group with heroes, and can even fight heroes but stay a lesser being.
Now they could still get beaten silly by heroes but hey, least it gives them option to.

It was talked about before but an edge to push up the top end of your PK range would be great (not just for goblins) to give more challenge.
Since the other seasonal races came into existance there were a number of mobs sprinkled about for them. There does not appear to be any low/mid/high rank goblin raider mobs in Thera (especially not in the orc village where you might expect a couple to be). Would be cool to sprinkle them in both to give orcs additional enslave options (would nicely offset the loss of being able to freely enter galadon 12 months of the year for the bonus of actual allies for only 3) and let players fight against them more. I think their blend of hunter/thief skills could make for some interesting mob fights.

Wasn't there a druid who age-died at level 40? How many human thieves bother to rank past 42?
I do not agree.
Being able to group with heroes would be kinda nice, but that's it.

I just spent 150+ hours on Noviask in the range of 36-40 enough to get two controls - it's boring as hell. Yes you can destroy people at 40 with a thief or druid, your point being? Goblins aren't exactly powerful at 40 anyways. At least getting to 43 adds in defending/retrieving for raids, going exploring, etc.

Lot of times I'd log on and have no one to kill and other options for a level-sitter are boring (gathering gold or preps, talking to random people who don't care about you, etc).
And rollover and die CD.

There's multiple reasons goblins didnt' get much play or make a huge impact - just trying to help change that.

Not every class is going to be the same. Each is going to have unique aspects and advantages/disadvantages. A level cap of 40 for goblins is just one of theirs.
Although I do like the idea of an edge or flaw(available to any character) to increase their default pk range. (Upwards only.)
