48911, Vistani and Barovia origin questions

Who wrote Barovia, and did they add the Vistani people to it? And in either case, can someone give me some insight into their culture, and background? Where are they from, what are they doing? I've glanced through the area in game, but I'd like some ideas out of game if I could get them.

Also, I believe it is pulled relatively directly from the Ravenloft series. Wikipedia even has entries regarding both.
