Does a goblin being on a mount have any impact on the effect of charge?
I haven't had time to try one yet Myself so any information about this
would be appreciated, thanks.

I know it was on my master list, but I would have to verify if it got implemented or not. Mount impacted so very many skills (both offensively and defensively) there was a point where we had to say, "Ok, this is a reasonable first pass...!"
