You are affected by:
Skill: 'slaughter' for a very short time.
Skill: 'confuse' for a very short time.
Skill: 'entropic shield' for a very short time.
Skill: 'muddle' for a very short time.
Skill: 'garble' for a very short time.
Skill: 'befuddle' for a very short time.
Skill: 'fear' for a very short time.
Also drops your int/wis for the duration..
Can this thing even be cured with time because apparently nothing else seems to work..

It's something that was part of the Veil Intro storyline years ago and, in theory, probably wouldn't be used again. It turns out not everyone understood that it spreads like wildfire on crack and someone let it free again.
We're in the process of correcting that.
