Does it lower the threshold for conjuring stronger angels?

I.E. 600 to 300. Or does it Just give me a chance for getting a stronger one based on my mana being spent?

Among its other functions, it gives you a small but significant boost to conjuring and binding angels and archons.

This is an exact quote of the notes there:

"Lowers the threshold for conjuring Angels and Archons (Lvl 40 Conjurer was able to conjure transplendant archons/lesser archangels)"
46462, So getting big angles and such is level dependant? Not mana dependant?

Getting big angles is dependant on whether or not the casting conjurer is obtuse.
