Not whining, just asking:
What is the logic behind allowing someone 20+ ranks above me summon and kill my entire army faster than I can summon them back/get out of the area? I can understand someone in my PK but a hero seems a bit much considering how much time goes into the necromancer class each and every log in.

And they can be summoned from anywhere.
There are some tricks to preventing someone from summoning your army when you consider this. Your zombies could be any #.zombie in all of CF... So if yours aren't the last ones to have "popped", it can get pretty hard to figure out which #.zombie is yours.

My issue isn't with the fact that the zombies can be summoned it's the fact that someone out of my PK range could not only summon them but then kill them in a few very short rounds. The same with my merc and my golem. If it was someone within my pk I wouldn't of thought anything of it, but this seems a bit unfair IMO.

It is by intentional design that out of pk chars can summon/kill your zombies.
This falls into line with the success rate and timers of the animate dead spell. Getting a full army going is supposed to be extremely challenging because it is extremely effective if you suceed.
If that was going to change I suspect the trade off would be that you could only raise zombies at or below your own level and maybe not as many.
Like the poster above pointed out there are a variety of tricks you can do to protect your zombies and golems. The easiest is just to kill off like 10 zombies in the galadon graveyard after raising yours.
A zombie grenade spell might be cool though. Only able to cast it at one zombie and maybe it has a short timer. If someone causes it to be transported magically it triggers the zombie to explode on materializing in a burst of negative energy.

As crazy as what you just said sounds, it actually exists in game. Not ####ting you at all. CF is a cool place if you know the little tricks.
