Yes, it's open. There's one lonely empoweree!
But a couple disclosures:
The wizlist times are completely accurate with regard to weekdays. I can't get on before that time M-F. I may be able to work out something on weekends, though. I'm in that "Careers are hard, too!" stage of Batman's life progression chart.
There is no shrine, yet.. if the helpfile is ambiguous, send up a pray and I'll dispatch an archangel to give directions :)

Ok I just set up an account.
I do not have a CF address for Lian, yet, but you can reach me at Lian.Shianji@yahoo.com. Count on me checking it around my playtimes, not throughout the day.
The times are 9-12 PST PM. So yeah, it's me and East Asia, and it's awfully lonely without Yean. :). At some point I may not be working these kinds of hours at this job so that may change.
Like I said, though, we might be able to work out a weekend time if necessary.
Not the next couple weekends, though! I think I'm moving.
