Why are outlanders who hold ranks outside of my PK range able to call things like Bioempathy and Trepidation on me?

Why are you able to warrant outlanders and call special guards to kill outlanders out of your pk range?

Outlander powers are in direct relation to Tribunal guards ability to hit anyone warranted.
