What does each tier convey?
And would it ever work for a fire giant against other dumb races? Any chance at all it would work for a fire giant against smart races?

The only time I really felt like I could rely on it was basically if I landed a good cranial to drop the relative stats.
It did its job sometimes, but probably wouldn't take it again honestly unless I just wanted to be anti-giant specifically(dagger/mace stsf/whirlwind was just evil on giants). There are just better options.

Arials don't quite have the intelligence for it to charge in any reasonable time anymore. You could still take it, but it would only be worth it if you were planning on fighting extended battles with lots of hitting and running and healing.

I personally wouldn't pick it with a low INT warrior. There's like 30 legacies that will do more for you no matter what your build is.

Means something but means a lot less than INT.
If you pick it on your minotaur dagger warrior you'll probably wish you picked something more useful for your build like Trapping instead.
(Edited to pick a less useful sounding legacy.)

I'm curious which of these races would capitalize on the strengths of STSF better...
Elf with STSF = 25 int, 21 wis, 23 dex Drow with STSF = 24 int, 21 wis, 24 dex W-elf with STSF = 23 int, 21 wis, 24 dex Gnome with STSF = 23 int, 25 wis, 20 dex
I ask this question only because I recently fought a gnome with STSF, and it only took like 2 or 3 rounds for him to start cutting off my escape. This leads me to believe that wisdom contributes quite a bit, at least enough to bridge the gap between 23 int and 25 int, if not take it slightly further.
I only included d-elf and w-elf in the mix here because I seem to recall you saying something about dex helping out somehow as well.
If you were to rate these four races in order in terms of ability to capitalize on the strengths of STSF (taking into account nothing but the legacy-relevant data), what order would you put them in?

INT is way more important than WIS. So probably elf is king.
DEX isn't relevant.

one enhances your defenses vs the target one increases your damage vs the target one gives you a chance to prevent flee from the target/better chance to evade them One helps you penetrate the defenses of the target
then when you get all that you start gettng, you revel in yadda yadda messages. Not exactly sure if they boots single aspects or all of them but you basically keep getting more of an advantage in the things above.
The chance that you learn things is based on your int - their int and the bigger that value the better.
