41658, Parry and dodge, shifters and warriors vs levels

I've heard a LOT of speculations about this. Many says that level is not affecting your dodge and parry, but my experience with shifters proves different.
Could you please make it clear?
1. Does level affects parry in PvP - two absolutely same chars have parry 100%, but one is level 30 and another - level 38, will character of 38th level parry better?
2. Does level affects parry in PvE? Will I, with 100% and on 30 level parry same mob worse that if I would be level 38?
3. Same with the dodge - in PvP and in PvE?
4. Shifter with excellent dodge ability will dodge same mob (for example, mob is level 40) worse on level 30 and better on level 40?

The answer to the above is "no". However, your level 38 may be able to do some stuff that the level 30 can't, and that stuff might help you parry. e.g. Say kotegaeshi comes at level 38 (I know it doesn't), then the level 38 has the ability to slow his opponent, which then helps parry the attacks.

Your level difference with the mob affects parry, I believe.

As with parry, I think.

Not sure about this. My guess is "yes", becaues of my answer to item 2, but I can't swear that it works that way with shifters.

They dodge pretty damned well for an offensive form.

This is not my experience. I have always assumed that only parry is effected and that assumption has proved true time and time again as dexy characters are better tanks for leveling than sword specs, even when they don't have a defensive spec....
