Does whispers work off of maximum racial con or current con? 
If I take whispers with a character does it become less
effective as the character ages and loses con?

Current con, but there's a minimum value no matter how low
your con goes.

I realize they have some decent Equipment out there and their
have been successful dwarves, but the ONE legacy that would
seem to be custom tailored to them get's nerfed in greater
proportion to them than other races (With felar and Fires a
close tied second.)

Why not just have it run off of max racial con rather than
current?

seriously though as pretty much any char you fully heal in
like 4 ticks, thats pretty nice in my book (that being when
its combined with fast sleep after fighting and the bird
edges)

It sounds like you're referring to "Fires = Fires of
Adversity"

The poster was referring to Felar and Fire Giant constitution
being close/similar to Dwarf constitution

Because that's not how HP regeneration works, which is really the issue. The legacy itself doesn't exactly care what your CON is.

Essentially. This part of Whispers acts as a multiplier on your HP regen.
41396, This isn't how it worked for me, I took wise recovery when I was down to 15 con and it stayed pretty crappy through the duration of the con dead character. n/t

Just to be clear, did you pick up on the caveats in the Wise Recovery helpfile?

So wise recovery is more useful for exploration, where mob fights cause less of an adrenaline timer? And a player could get even more mileage if they have the battle tested edge maybe?

I'm just speculating here

You're looking for no combat adrenaline if I remember correctly, so yes it takes longer to kick in again after PC fights.

I don't think battle tested would help you but I'm only 80% sure of that offhand.
