40969, Cabalwars vs air shifters

It's not a rant! But probably you will take it as a rant. If you do, please don't! :)
To make it short: you go raid, take their item, and there is an air shifter. And you have two choices:
1. Sit in cabal, waiting for him; 2. Do not raid, because if you won't sit in cabal, waiting for him, he will take it in three-five minutes. Maybe ten, if he suck.
Running back is not working, because he will fly away and come when you leave cabal. Even if you leave not far.
I know what I'm talking about, because I've been such a shifter - and I made raiding just pointless as long as I've been online. I didn't even need to defend cabal, because I would retrieve it anytime with ease.
I don't think it's good for the game, and for cabal wars.
How about giving cabal guardians ability to cut their wings for 12-24 hours, if successed? This way shifters would still have way to fly in, but wouldn't abuse fly down - hit - fly away - and repeat.

That's... kind of the point of being an air shifter.
I might as well take zombies out because they let a necromancer mow down an outer too fast.

Tavlin could solo the Vanquisher and all four Empire inners then get back to full health before I could word to Galadon and run to the Palace.
