Maybe have something put in place that will parse communication queues until an imm can look into it? No one SHOULD be saying something 10 times in a row in a short time.

This actually is already one of their overpowered abilities. Most of these lazy bastards are just too idle to use it!

People tend to just cirvumvent by having lowbies stock piled and switching between if you block by individual.

After blocking the entire channel, any use of the newbie channel by anyone (not just spammers) would result with an automatic response apologizing that the channel is currently disabled due to someone's abuse, but will be restored when the problem has been corrected.
