Right now if you heal uncurse your weapon once it will remove both no_remove and no_drop flags from it.
I suggest heal uncurse to heal the no__remove flag first and do nothing else if the weapon had no_remove flag and was successfully healed. When you heal uncurse weapon and weapon doesn't have no_remove flag then it tries to heal no_drop flag.
IC logic: I think someone would want the healer to help them to remove weapon and not drop it. But if they also wish to drop their weapon then they can ask the healer for help again.
OOC logic: If your weapon has no_disarm, no_remove and no_drop flags then you would want to keep the no_disarm (you can't do anything about it anyway) and no_drop flags and you don't need no_remove flag.
And even if your weapon isn't no_disarm you still often want to keep the no_drop flag and heal no_remove flag.

Your viewing the curse as having two distinct parts. I view the curse as being one thing have two affects. Removing the curse removes all the affects of the curse.

...it's a very old veteran trick to carry around those dumb pendents to get around this. It makes sense mechanically but it doesn't really add anything to the game that you can't get rid of no-remove flags.
