I have a suggestion for a Brigade-side Fortress Leader Power:

How about allowing Brigade Leaders to determine the type of weapon/staff/wand/scroll they Lightforge?

E.g., cal lightforge dagger light; or call lightforge dagger silver; or call lightforge wand 'pillar'

I realize this has potential to be a significant power boost - especially with respect to wands/staves/scrolls, but keep in mind we are talking about, at most, two characters in the game that would benefit from the power boost. Further, when you examine the powers that other cabal leaders get (e.g., lieutenants/shackles, insect swarm, sect leader powers, battle path powers), it seems relatively on par. I see this as 75% nice utility boost and 25% power boost, a sliding scale depending on the characters involved.

This would be gross on classes that can do wands or scrolls. It's arguably overpowered already, but the randomness means you have to devote a lot of time and mana to get the ones you want.

Yes, I agree, like I said, I realize it has potential to be a significant power boost in the right character's hands.

But "gross" compared to what? Almost all of the leader powers - except for the Fortress - are fairly gross (e.g., shackles, insect swarm, piercing/tactics/sigil/healing_curse, poultice/discern/OK-poncho-is-not-gross). They're balanced because, at most, a couple people get them, and those people (with the exception of Empire) have to take on time consuming "work" responsibilities to get them.

And if the main balancing factor to the wand/scroll/staff forges are the time/mana investment, you can just increase the time and/or mana cost for leaders to special_forge them. The utility of avoiding repetition is worthwhile in itself (as you more than anyone else probably know best).
