AP spells are quite int dependent.

An ap with 20 strength and 23 int is probably a little too good for a 0 racial exp penalty.

Then again, I think the exp penalty on half-breeds is too low.

23 dex is not nearly as useful to an ap as 23 int. 23 int protects against some of the things that are likely to cause you to lose your weapon, and 23 int helps with a fair few spells. More useful than just being better at lashes. If you wanted decent strength and dex you could just go duergar with a relatively small penalty. The duergar vuln isn't major for an ap.
