Would an elf get good mileage out of whirlwind of steel? Compared to an arial?
Would an arial get good mileage out of flow of shadows? Compared to an elf?

Flow skews towards the elf and half-elf races.
To really the mileage out of whirlwind you probably want to have a highish dex and a dex-reducing build. There's no reason you can't make that work as an elf.

If you can lower their dex then yes, it helps greatly. So if your a spear dagger, or mace dagger, or any combination of specs or talents to lower dex then it will work and you can add swiftstrike on top of that.

Flow I have had multiple times, and it is in my experience about like the RNG, it fires great sometimes, it fires poorly sometimes. I've used it with elf, drow, and arial and find little difference especially with other edges.

The talk's been about overall "speed" such as haste/slow having a bigger impact than just dex, so if you can get haste? Probably not a huge deal, and after that...mostly a matter of making sure they're not as agile as you.

This one, I personally think was a bit more specifically suited towards elf/dark-elf, and from what I've heard from comments. But that's just from what I've heard said, compared to whirlwind which I have had before.
