Say I have a herald who loves reading. Say this herald is on for hours and hours in a week, and has plenty of time to read roles.
Is it possible to give this herald the ability to host role contests and decide who the winners are, and let an imm pick the reward?
The only problem I see here is if Torak was the herald and decided to make only his OOC buddies win

think of storytelling competitions and talk about your religion nights.
You can judge role playing in an IC way and reward it, it is not uncommon for imms to get involved in these events and issue additional rewards beyond the gold and shinnies heralds give out.
