36057, Learning rates and luck

I'm aware this topic gets discussed a lot (I promise I've tried searching) but I feel like I've played enough (albeit on and off) over the years to notice some apparent difference in learning rates from one character to another.
I know the RNG is still king when it comes to this, but I just can't get over the feeling the given the same int, the same morale, and an all around similar situation, that learning rates from one character to the next are not the same. I know that due to the RNG most characters have their ups and downs with learning rates, but I could swear that characters that appear to start off learning poorly, continue learning poorly for their duration.
The only two conclusions I can draw is that either 1) I'm getting paranoid as I get older or 2) The luck stat is the unknown variable in this equation and it is responsible for more than I've always given it credit for.
Anyone care to confirm, deny, or generally shed any light on this?

'help skill improvement' is comprehensive. The skill learning function is generally much simpler and shorter than people imagine it to be.
Your memory and instincts (mine as well... general observation of psychology) are a terrible guide to estimating probability. Search the forums on 'hot hand' for a semi-famous example of this that basketball announcers and fans still get wrong routinely. (For baseball fans, the equivalent myth is 'clutch'. For football fans, it's punting on fourth-and-short from midfield.)

In most instances I do believe that "clutch" does not apply in baseball.
However, it certainly does apply to certain players like Bengie Molina. I'm not a Rangers fan, but you just watch some of the World Series, Mr. Valg. Senior Molina WILL have at least one clutch hit which wins them the ballgame. I would bet almost any amount of money on it.
Valdimir Guerrerro, on the other hand, will find a way to blow an at bat in some key situation which may lose them a ballgame (or two). He is so very "not-clutch".

I still worked out that parry was a two dimensional table based on what I observed, not from any statistical analysis. Some conclusions based on feel will be accurate even if others are misplaced.

Luck is not factored into skill learning at all.

The only stat that affects your chance to improve a skill/spell/supp/song is intelligence.

Yeah human imagination is very funny thing. I'm sure some people still do not believe IMMS about luck stat :)
