Just curious, is the hunt suppose to a) Track air forms? and b) Track air forms across continents? c) I know the hunt can be outrun on foot but is it governed under different rules in the air?

Yes.

It follows you to air above, at least. When I got thehunted in Feanwyyn as Agantas, the hunt followed me to air above. I flew to Galadon, shifted to cobra and waited with tribunal guards for it to come down and attack me. It didn't.

Hunt cannot enter protected areas (places of order, cities). So, he would follow you to other places, if it wouldn't be a city.
Right? Right.

Yes. Its specifically coded TO track airforms in the air so air major's aren't immune to it. If you look at it, its description hints at it as well.
