When the inners are reminding you about imperial law - for example "Permit me to refresh your memory of Imperial Law #2..." is that an imm stepping in, or just simply a prog that fires when the codex or other items of power aren't in the empire's possession?

It's a prog (usually). They get pretty insistent sometimes, too.
