two things... first when retriving and your not wanted. they can use special guards. These are quite powerful...
Second special guards while outside of town and your not wanted. And not a criminal.. This sort of starteled me. being killed dont bother me, but when it happens by a tribunal and your not wanted that trubbles me when he has with him two special guards.

They are not supposed to be able to flag you or use special guards when you are retrieving your item. I was warranted a few weeks ago while retrieving and had the Provost remove the flag.

Sure, they are not supposed to mark wanted if you are retrieving your item.
But guards are fair game.
Might as well tell hero sylvans they can not use empathy or trepidation on rank 30 people just trying to retrieve.
Or tell ragers not to use deathblow or critical hit on those just trying to retrieve.
Guards are to be used only in the line of duty, yes. But it is part of the Duty of the Magistrate to defend the Spire and any items within.
