30831, Does relative level effect assassination chance?

Out of 30 attempts, I've only successfully assassinated and partially assassinated people my level or lower. Is this a RNG fluke, a bug, or is level a factor?

It could be, for example, that people lower level than you rank in an area that is particularly good for stalking in.
