Could we possibly remove the line...
NOTE: The minotaur population is currently at its max, none can be rolled now.
During character creation? If people aren't even trying to roll a Minotaur and don't see it pop up... They snag it immediately and save it for other people or themselves at a later date usually.
Not really fair to people that are and have been trying to get one for years. Putting that note AFTER you tried to pick mino would do wonders for hoarding them I think.

I've gotten a half dozen mino slots in the past and never played one past level 20 because when I get them, I'm already fired up to play something else but I take the slot anyway because I know I won't get one when I do want to play a minotaur, so I better make the best off the opportunity while I can.
It does seem sort of sucky that a person who genuinely wants to play a minotaur and has a good minotaur role written may never get to do so.
I don't have a "better idea" so to speak, other than perhaps making the auto deletion code even more strict for minotaurs.
I guess if you really want a minotaur you could write a script to check every X minutes to see if the minotaur race is available.

I already knew it was more strict to minotaurs than others. Apparently it's not helping much, or so some people think.

So you want a code that will make the minotaur shorter for others so you have more of a chance to get it? tsk tsk. Id say just take it how it is and if you see it be happy. Though there is also another way we could solve this Nep. Bring fourth the new race! Im sure they haven't made one yet, but maybe a light race that is rare. Maybe we could call them the Clinton's.

I think 99% of people play enough hours frequently enough such that significantly reducing the amount of time it takes for minotaurs to auto wouldn't be a huge detriment to those who seriously intend to play them out when the roll them. This would result in mino slots being cycled more quickly, reducing the probability someone who really wants one will not get one because 90% of the mino slots available are likely characters that aren't going to be played, or even logged on again.
A new "rare" race is only going to essentially have the same effect as doubling the number of mino slots. Most people don't play them simply because they are rare, they play them either because the stats are so good or because they have a cool role concept for the race. Having a good aligned equivalent would do nothing more than double the problem.

The more characters you have, the shorter the auto-time is for the mino.
So if he's your only character he auto's like any other. If you have additional characters you lose a weeks time for each.

Because mino is a rare opportunity, most people are likely to grab it if one is available. I've only seen a mino slot open once in my time in CF. Granted, I didn't grab it at that time as I was rolling something else but I think many people would, just knowing they'd be passing an opportunity to do so if they don't. Therefore, I agree that giving the echo after trying to pick mino when the pop is at max would be a good idea.

That note refreshes peoples memory about mino slots more than I think is realized. If that note only popped if you tried to roll the minotaur, I think it'd make a huge difference in getting a slot.

Nep already shot you down, but like I said above, I've played about a half dozen minotaurs, always quitting at level 1-20.
I take them when I'm rolling what I really want to play and think it's "now or never", but I never find the motivation to play it out at the time.
I've also really, really wanted mino slots when they weren't available too.
Not having a big blinking sign that says "MINO AVAILABLE, TAKE IT NOW OR YOU WONT GET ONE FOR 6 MONTHS!!" would probably prevent this from happening and let more people get mino slots when then genuinely want to play one.
NOTE: If I take a mino slot and decide I don't want it, I delete the character of course, but it still takes a while for it to become available again, so I can't "give the slot away", so to speak. Wish I could.

Offtopic: twice I hav deleted empowered mino shamans at 40-50 levels.
First time is was because I discovered that he cannot wear mask of Sektan-Rah on his face because of the huge nose;
Second time - couple of yeras later for the same reason, because I forgot of previous experiment.
Don't play mino, play fire giants!
