I rather like the idea of a draconian race but here are my suggestions. The background is already in place. I would keep them limited in number just like minotaurs. Another suggestion to give the race some spice is to make them random draconians. The race would be good or evil. Evil draconian could be red, black, or green. Good draconian would be blue, white, or jade. Players wouldn't have a choice on the variety they receive. The races natural vulnerability would be based on the type of draconain they resemble. Once they hit middle-age they would receive scaly hide. Then when they hit old-age they would receive dragon breath and physical resistance (or reverse this and scaly hide). These would be built in rewards for long lived characters. I agree with making their lifespan resemble elves.

23 Str dex 19 int 18 wis 20 con 22 cha 16
Classes
Warrion/shaman/healer/druid/ maybe limited shapeshifting based on dragon type

Not only do I find draconians terribly lame in concept for PC races, but I also think they're hopelessly tied up with D&D. Most of our other races are generic fantasy races. If there's going to be a new race it should be something generic, something CF-y like the talshidar, or something entirely new. CF has a lot of D&D-based stuff (especially older stuff like xvarts, underdark, etc), but imho it's better to move away from that when adding new things.

Since they're split into 3 aligns with different backgrounds, and have their own unique twists. Only problem is they can't be very orderly. As for their culture of being unable to 'see' stuff, i always took that as a loose interpretation of their way of rejecting ideas. See no evil, hear no evil...
Plus, the have tails. I like races with tails.

23 Str dex 19 int 18 wis 20 con 22 cha 16 is a bit much.
A bit to good stats really.
Size: Human Max Stats: 22str, 22int, 18wis, 18dex, 22con, 15chr EXP penalty: 700 Sp.Ability: At middle-aged Scaly hide, at old breath coresponding to scale color. Vulnerable: "Oposite" of their color, mental Resistance: Poison, Plague, Color of their skin.
I like the idea of them getting better when they age. And that ethos is randomly selected. And thanks to them being limited people won't be spamming reroll to get what ethos they're after.
Draconians seems to be able to do most classes history wise. But perhaps limit them to:
Warrior, Shaman, Healer, Invoker(?), Transmuter, Shapeshifter, Necro., AP(Might be a bit too good for APs?).
Would love to get some imm-comments on this.

heck, if you're going for it, make the stats straight 25's and the exp penalty 1000.
Oh, and let them be rangers. :)

CF needs some new big change.
Not minor cosmetic change like the car industry. Big fat new races, classes, dare I say just shy of Monte Hall.

Draconians seem like poor fantasy flavor and are, imo, the embodiment of the dumbing down of DnD.

Kind of agree. Did they even exist before the Dragonlance books?
Though, I guess you could say that about a lot of the "staple" fantasy creatures. Orcs/Elves/Dwarves = Tolkien, Drow = Gary Gygax, etc.
