From observation, it seems like there's a timer on commerce Xp, as in, you sell/barter something, but then a certain amount of time has to pass between then and when you next discuss/log out before you can actually collect the commerce XP from that transaction.
So with that in mind, if you quit before that time passes, do you then lose any commerce xp you would have gained from that transaction? Or does it just carry over to the next time you log in, and continue the timer during your next session?
Also, what's the purpose of having this timer anyway?

No...there is a timer and if you do anything commerce wise during that timer you get nothing ever.

So you don't walk up to the butcher in galadon, spam buy chicken a thousand times and rack up enough commerce experience to get a level.

Does the timer activate the first time you barter/sell something then?
For instance, if I walk up to a shopkeeper and sell a sapphire that's level 10 and I haggle 1.1 gold for it, then sell a level 51 item for 15 gold, did the timer activate on the sapphire and cause me to get nothing XP wise from the level 50 item?

You gather CXP right up to where you discuss it with a guild or quit. After that there seems to be a cooling of period.
So you can make a fair amount of commerce if you sell a lot. But as soon as you quit or discuss, its dead space for a while.

Definitely not my observation, nor does it fit with what Zulg said. There have been times when I've sold several hundred gold worth of items in one period, "most" of which were very limited, high level items, and then when I went to discuss or quit, I got nothing or next to nothing. The timer is definitely active sometime before discuss/quit.

I don't know if what you're saying works or not, but I have definitely had times where I logged out and got some commerce or obs/explore exp that I didn't think I had really earned that session. I always chalked that up to the sort of "leftover" experience you seem to be refering to, but it could also be total hallucination on my part.
