In no-magic rooms, shouldn't servitor's/pet's magic not work as well? Or is this working as intended.

So I can't cast, you can't cast but your pets can cast in the room? So shouldn't item/weapon progs that are defined as magic be able to "cast" as well in the room?

Imms don't want mobs to be unable to cast in these rooms, or players would lead mage mobs to the rooms to get their gear.

It's probably too tricky to code it so servitors are treated as an exception (because certainly I agree that they should be).
