Are they compatible? Are there any cons, like wise recovery won't work with quick heealer, or quick healer will not work with wise recovery (since I suppose quick healer based on CON and wise recovery on WIS)?

I think quick healer is a boost to hp regen under all circumstances that fast healing would apply.

Wise recovery I'm fairly certain only fires when your constitution is below your wisdom. I think this is a boost for characters who are on the way to con death and don't want to regen hps as slow. Like someone who has an 18 con heals much faster than someone with 4 con, it would check wisdom for this ability instead of con IF wis is higher than con.

Gnomes have low by default con and high wis. If I pick wise recovery at the beginning (say at 20th rank), it won't help you think?

Yup.

Yup. Constitution is a factor in HP regen; Wise Recovery essentially lets you substitute Wisdom if it's better.

So it seems gnome with wise recovery and quick healer will do pretty well even if his con is at max (and if his wis is max, of course).

But he will not regain hps same fast as giant with 24-25 con?

My understanding follows...

For HP Regen: 25 WIS + wise recovery = 25 CON

Therefore: 25 WIS + wise recovery + 100% fast healing = 25 CON + 100% fast healing

And (when not bloody): 25 WIS + wise recovery + fast healing + quick healer > 25 CON + fast healing
