27880, Removing observation exp/preventing a char from getting more?

As you might have seen over on the other forums, there's a claim going on that an imm stripped a char of observation exp and prevented that char from getting more. I have trouble believing that this actually happened, or if it did, there must have been a DAMN good reason.
Shed some light?

"No immortal intervention" => character was failing to accrue observation xp due to some impartial "by design" mechanism.
"There is a damn good reason" => character was doing something that is intentionally designed not to award observation xp.
Since the character in question was a transmuter, the obvious suspect is "walking around duo'd".
Was that it?
