As I understand it, the percentage you see next to each cabal in the "cabalwars" command is the % of time that cabal has its own item.

Might be interesting to see a second stat: the percentage of time each cabal holds its item *plus* someone else's item.

As it is, a cabal that always held its own item but never anyone else's would have a 100% rating. That's sort of deceiving.

The raid count sort of indicates the holding other items, or at least how many times they have. The % of other cabals would be a vague indicator of how long others held another item outside their own. If scion or battle is at 40%, then you know someone has held their item for a real long time.

However, in my opinion the stat % is not really too meaningful, especially for some of the cabals. Look at battle and scion, neither have a lot of members compared to others. So they are almost always without their item unless they have some people on, and even then they have to retrieve it, which is often difficult if it is only one person that may have four opponents around to defend.

Might be interesting to see the % only counting when their is at least 1 player from that cabal logged on though, so you could kind of get a sense for the general style of the people in the cabal, and if you had 100% or in the 90's it would mean your cabal members were always defending and retrieving when they log on. Would make some cabal's stats maybe look a bit better, and more reflective of what is actually going on. Plus, it would give leaders a better sense of if his cabal mates are actually defending and retrieving when he is not around.

Of course, this is assuming players care about those sorts of things-as it is I believe right now cabalwars is statistical data, but has no impact on the actual gameplay, and so the % is nice and all, but the more telling inquiry is probably on the pbf where you can see raids, log ins and log outs with their item and without it. Then again, stats alone don't tell the whole story. Can't expect random tribunal hero to log on, see no scales, and be all gung ho to go retrieve against the three outlander heroes he sees sitting there. (Well maybe some players are and can pull it off, but I'm still terrible and get destroyed by most everyone in PK even solo, forget against groups.)

Anyway, I like the idea of cabalwars having a bit more in it, giving people in the cabals a bit of incentive to do more than just be in the cabal, but to really participate in it. Just wanted to add my own thoughts on it.
