At what rank are characters no longer penalized when wielding weapons whose level is significantly higher than their own?
Or does the penalty ever end? i.e. would a level 51 character get full use out of a level 65 weapon, supposing one existed?

Interesting. So weapons like axe of conquest (level 60 if Dio's is to be believed) come "pre-nerfed" even for a hero?
