A simple way would be just to give any spell affecting you a chance to improve each tick. That would work fine for simple spells, like detections, or pass door. Lots of spells have some kind of thing they do in combat though. Those ones might be more interesting if they could improve when they do their thing. Like, adrenal burst could improve any time you make an attack because of it, or invoker shields could improve any time they absorb damage. Seems like it could be neat, right?

Not overly excited about figuring out a way that this is possible via the code.

This isn't too bad, but I also don't think it is really necessary for those spells. They tend to be really cheap and easy to learn.

This is where it becomes a nightmare, having to find the special case for each one and figure out where in the code to put it (I did it for ~25 enlivens and there were a dozen or more places in the code I had to put that stuff).

The other point I'll make is, it's not like you are going to learn a lot from these other methods. Especially something like your suggestion of invoker shields absorbing damage, they would end up learning like enhanced damage (or harder).

I would enjoy it if all classes could learn the weapon they were fighting against. Weapon practice is very boring. This also give an extra incentive to level in areas with spec mobs.

On Sakiracas, doing skeletons in keep of barovia tanking for 5 levels or so I got I think 2% in polearms. elf paladin, polearms at 75%.

Stuff like detect invis is just something thats annoying when it fails, I don't think changing it so it has a chance on tick to improve would be a negative in any way.
