From a quick search nobody seems to have asked a question about what affects this. The helpfile is quite vague, just calling it difficult...
What kinds of factors affect it? Weapon weight, skill %, material? It's kind of an annoying one to test out onesself.

I don't believe there is anything to do with weight in there, but the rest of that is right. It's not only your skill in shield cleave, but how proficient you are with an axe.

Wood/leather shields are way easier to cleave than any metal. And I think Kuo-toa shields even have an inbuilt 'automatic win' or something because I've never failed to cleave one :P

It is (if I'm remembering right -- I know weaponbreaker works this way and I think shieldcleave is similar), in that some materials can't ever be cleaved, and other materials you almost can't fail on.
For the stuff in the middle skill is probably a bigger determinant.
