player to player interaction? I know that, by design, the empire offers a lot in this regard. However, most people who play Empire are not that good at player to player interaction.
What cabal tends to attract the best roleplayers?
Let's exclude Heralds.

I wouldn't say any are better than others, although I'm sure some will say scion is.
Typically the standard of any cabal at any point in time is determined by the leader.
