21393, Empire powers.

I've read alot about how the Emperor powers are the single best set of powers a pc can obtain. And I agree.
I've read alot about how when the emperor and a number of other imperials are about, this gets almost sickening.
I understand the idea of the Emperor getting sick powers. He's also got one of the largest targets on his back. (though, massive bleeding + healing curse seems to discourage many from even trying to fight him)
The problem is, Empire is a horde. It's designed to be one. And looking from the outside it seems they rarely get "in trouble" for working together like huggy-lightwalking friends.
This multiplies the strength of their powers alot.
This is what I've gathered the arguments are behind alot of the ideas for modifying empire powers. specifically emperor powers.
But I've not really liked any of the solutions posted by those who want solutions.
Well, I came up with an idea. It might even be like this already, I don't know.
Already, a sect's donation levels have various effects.
guildhalls in imperials lands, sect guardians, sect pits that are unlootable.
While I think that, having played an imperial, perhaps the sect donation numbers required for these things are too low...what about this idea?
Set the ability for the sect leader to use his leader power based upon a level of donations.
And, set the ability for the emperor to use that sect's leader power as based on twice what is required for the sect leader.
I think this would give alot of IC reason for the leadership to be pushing donations, which I just have never seen from the leadership when I was an imperial....when I was an imperial it was "I need to donate enough to be able to be promoted, and that's it"
I personally think this is a better idea than "Emperor only gets sect powers if there is no sect leader"

It means .. something .. when Odrirg and I actually agree on something. I'm not sure what, though.
