Are you supposed to die if you drop to three con?
I have been down to three con a few times via methods
other than rot and have not died from it. Just wondered
if this was by design or a bug.

There's only a few rare abilities that kill you when a stat gets too low, with Rot being one of them. Other kinds of stat loss just aren't traumatic enough to kill you outright like that.
