I seem to remember someone stating that balator weapons lose their "bonus" once you get a weapon's skill past 90%, but I can't find any posts to verify that.
Is that the cutoff? Or, is there even a cutoff?

They're only useful in learning a weapon if you're not very good at it -- in other words, the first handful of % that are easiest to get anyway.

Maybe it's not a big deal, but the fact that you get the "special echo" when wearing them regardless of current weapon skill is a little misleading.

I'm fine with that. I'm just pointing out that, without benefit of asking here on the forums, a reasonable person would conclude based on the echo that the weapons provide a benefit all the way up to 100%.
