I mean check out how much this transmuter is landing spin. It seems comparable to a spear spec with the actual spin skill. Is this the intension of the staff for the bonus spin to using staffs?
does haste/accel have that much of an affect on the chance for a spin as a non-spec?

In general, parrying NPCs of a much lower than yourself is very easy. The higher-level NPCs did better. The numerous kobolds and such will probably miss him (close to) all day, and have a low success rate with skills.
As for Smuerlk, it looks like he was in re-equip mode there-- close to baseline saving throws combined with orc-sized brain means a tough time for him against mental spells.
