19309, Request Penalties

I was wondering what exactly is the big deal with request? It's a big no-no for goodies to give items they requested to other goodies, especially if the receiver is a lower level. But it's perfectly fine for neutrals/evils to kill mobs and give those items to other characters?
And also, why not make something like you guys did for Warcry when you penalize a goodie character's ability to request? I don't know about anyone else but I know when it is that I can somehow no longer request from certain mobs and I have no idea why, it bugs the hell out of me. Thoughts on this?
Not a very well thought-out post but I'm not going to turn this into a huge deal. Just wondering.
EDIT: Especially when said characters don't even make a habit of requesting items and giving them away to other characters.

The helpfile warns you in no uncertain terms. If I see even one request that isn't okay, I'm hitting you with the bad stick.
If it happens to you and you don't understand why, you should have read the helpfile. :)
An echo would just confuse the issue, I'd think. Your warcry is still bad at the moment your warcry gets hit with the stick. Requesting, I might see you doing it and hit you right then, or I might realize for 100% sure you did it a week later and hit you with it.
As for why things are different for goods, it's because, duh, they're goods. By requesting something, IC, you are telling the NPC that you personally really need that item and will be doing good things with it, more than they'd be doing with it in essence. Requesting something and giving it away is like telling your brother that you really really need one of his kidneys or you'll die, and then saying... 'Psych! But, I'll give it to some unrelated worthy donor.' It's not the extremely evil act that asking for it and selling it would be, but it's not the kind of righteous and pure behavior that exemplifies your alignment and shows you're worthy of that trust, either.

It's pretty clear in HELP REQUEST: Consider the player's level when making a request for another player. The limits were put on request for a reason. An unproven player does not deserve Gishka K'han's armor. You are merely removing the being's ability to defend itself against evil doers. To sum up: Do NOT request for other players, even if they are good. Also, request only what you need at the moment. Simply requesting an item because it is limited is dangerous, and hoarding requested items is a good way to be transformed into neutral.
