I'd like to see the recall skill universally availible, but beyond level 10, it will carry heavy pre-recall lag, and a long lasting maldict, to discourage casual use. The mechanic could work somewhat like this. You type recall, and you get a message, praying to the gods for teleportation, or focusing on an image of your hometown. You then remain lagged for thirty seconds. At the end of the thirty seconds, you then recall to your hometown, and recieve a heavy maldict, with effect and duration based on level. I'd also have it connected to the PK/bloody time, so it wouldn't be a good means of escape from PK. It would also have to have a second timer, limiting how often you can use it, again, on a scale connected to level.
The maldict would have to me something serious enough to discourage casual use. For the duration of the "recall sickness" your character should be fairly worthless in combat.
The main reason for this would be to allow players with responsibilites such as children, work, etc. to be able to play without worrying about what will happen if your kid falls down and starts crying, or if you get an important phone call that you have to take. It should become very harsh to use at near hero levels, because by that point you have more tools at your disposal to get to a safe place to quit, and should have an excellent knowledge of Theran geography that many newer and lower level players do not. The thirty second lag makes it worthless in escaping pk that you see coming, because you're stuck standing for half a minute, lagged. If you're attacked during that lag, you can't try and use it again until your bloody timer wears off.
edit:: I thought I mentioned it, but it appears I didn't. It would also make you visible. Also, it should probably be tied to a quit command, again to prevent casual use.

For example, someone out of moves who had their potion stolen can still recall.

I'm not seeing how this is different from just quaffing a potion of recall...?
If you're a Villager, you can always throw up a pray and drop link:
pray My kid just fell down, got to run.
Drop link.
I think you'd only get smacked for this if it became obvious that you were abusing our kindness - in which case we'd call child services on your ass...:P

And thus they have recall until level 10.

How about mentioning at character creation that the recall command is available? If I recall (hah!) correctly, there is only a message once it is used the first time...well, let them know they have it!
Not sure if this doesn't already exist though.

I think having an automated prompt thingy that lets people know is far better. I am sure the no-free-recall past level 10 thing is in help NEWBIE, or help RECALL, but they added something for that too.

I'd actually worry that it would be counterproductive to mention it too early. In my observation, new players who 'recall' out of the Academy the first time they feel slightly stuck inevitably go downhill quickly if they aren't coached back by staff or other new players.
If anything, I've been considering blocking recall from the Academy until you've walked through it once, though I'd probably want to rearrenge the layout a bit first. valguarnera@carrionfields.com

I stalk recall points all the time, because sometimes you know when someone is going to fight and that they'll need to recall to heal, in order to survive. If I'm lucky, another victim turns up while I'm waiting.
Teleport+drop link is what I do under those situations. Or there was a time with Nanorab where I just had to drop link, got killed and couldn't get my stuff from my corpse. It happens, just gotta accept it unfortunately. I also don't recommend dropping link underwater, that got me another naked-pit moment as well :(
And if you're a rager, just run into an unlikely room in a not often visited area and drop link. You'll disappear from 'where' after a short while and that greatly decreases the chances of being jumped. Enjoy!
