Bouncing an idea around after reading some from the "other" place:

A jail cell in each of the four cities (like the ones in Hamsah) with a toggled command by good and neutral tribs to throw people in there when their health gets low (i.e. like what happens in Hamsah). It would also add a bunch of fun to plan a raid to get your comrades out. Scion leader in the pen? How about the Captain? Make the key somewhat moderately difficult to get and you add a new, dangerous dimension to Tribunal.

It means that any class can effectively manacle someone and throw them into the equivalent of the hidden room in Galadon.

You do know that you can easily kill anyone that gets thrown into Hamsah jail?

There could be certain balances. Firstly, your wanted flag could be removed, as if you just died. Your weapons could be taken away with the exception of easily concealable weapons like daggers. And you can only get thrown in at very low health (5%-10% or so).

Is it doesn't make sense under current RP.

Death is the punishment. Not jail. Jail might be a go-between but its not an alternative to dying.

Hamsah is a different place. The Sultan has more sway that the Blood Tribunal and its his guards that imprison people. The Tribunal are welcome to finish off the job or let the victim rot.
