It says the victim loses reflexes if they fail the saving throw...
Is this like chill touch? Is there an echo for the necro? (I tested it, couldn't see one) And does it stack like chill touch sapping?
Maybe some potential for a cool edge there, having it stack and/or last longer. Scary that a necro might have a -dex dropping maledict but one more reason to stack on the saves when facing one. *sagenod*

Does the movement drain increase at all with level? It seemed to stay really low, throughout. Sort of 'Hey, if it actually drains moves, I can take one more step!'. Does it get to 'hey, I can take a whole 30 moves!' at any point? Maybe a way for a lich/mummy to do a refresh?

1) It does hit DEX, but with all the force you'd expect from a level 3 spell. It has its niche uses, but its closest relative is Chill Touch, which isn't exactly a mainstay at high levels.
2) The movement drain is always small. Makes it handy for low-level ranking, but we weren't aiming for 'Refresh for liches'.

It is one of your few DEX-sapping options, and has a decent duration. It's not made obsolete by higher-level spells.

The magnitude stacks. The duration of both Ghoulish Numbing and Chill Touch isn't quite as stackable as it used to be, but hitting someone a second time can still boost it.
