Every race gets Youthful vigor. Really the ability to regenerate moves faster at the ranks of 10 and below.
Disapears after that.

I think coding up a skill to avoid having to do the quest for happy boots (tm) is just silly. Refresh at healers, use roads and all the newbie areas are easy to get to.

Happy boots don't do that. They just make you lose mvs slower.
Still though, the principle's the same. No reason for it, really.
