Is there any truth to the rumor that Races named in the Help files of the legacies get bonuses above and beyond what others do?

In other words if there were two characters with identical stats that applied to a legacy and one was mentioend as the founding race..would they get a benifit?
It's been said to have been mentioned before bt I can't find any mention.

Not true; however, some legacies might key off factors besides stats that might bias in favor of such races.

A brute-force-oriented Legacy might incorporate size into its effectiveness, and while a given character can be of several sizes, it's nicer to be a giant there.

Is it safe to say if a legacy used both intelligence and dexterity Arials And High/Drow would benefit the same then? Inherents and special abilities not withstanding?

how would one determine if sneak or something similarly oblique (as in your examples) would help with a given legacy?

I can think of one legacy where sneak is a small advantage, and to me, it seems fairly obvious... but not everyone thinks as I do. ;)
