Is drum so overpowered that the fifth hit needs to be so rare? Eight hit flurries, and six hit pummels both occur substantially more often.

This isn't necessarily true.*

You can drum almost twice as fast as flurry. Think about it.

I'd be ok with eliminating the fifth hit if it bothers you
that much.
