Along the same lines of discouraging rampant grave-robbing and subsequent corpse-genital twiddling, is this change in line toward discouraging the same behavior of other cabals in general?
I personally have always treated Empire characters very badly in the sportsmanship department vastly relative to how I treat other characters, and this change has made me do a full-stop and reconsider my issues and position after sleeping on it.

If someone wants to full loot, they are going to.. we all know that.. what I wanted to get rid of was the seemingly mandatory reason to, if you were in Empire. Gear = Donations = Power. That doesn't hold true now. Will people in Empire probably still full loot you? Probably.. but now they won't be somewhat forced to, just for the sake of donations.
Just about every other cabal has a reason or two to take or destroy your gear.. I don't really see that changing, but then again, I don't run those cabals - and don't necessarily think their reasons are draconian and harsh. Battle will take your magic, Tribs will take at a minimum your weapons, outlanders will take your adamantite and coins, etc...
